I. About Developmental Action without Borders, Naba'a:
Developmental Action without Borders - Naba’a, is a Lebanese NGO operational since 2001. Registered under the Ministry of Interior (no. 104/AD), Naba’a is dedicated to serving all marginalized communities in Lebanon, especially children, without distinction of nationality, color, race, or religion. This includes communities within camps and gatherings in Lebanon, as well as local Lebanese communities.

II. Nabaa's Employment Screening and Protection Protocol:
Developmental Action without Borders, Naba’a, does not employ individuals who are married to children (persons under 18). Naba’a enforces a strict zero-tolerance policy regarding sexual exploitation and abuse, sexual harassment, abuse of authority, and discrimination. All prospective candidates must undergo thorough reference and background checks which will mainly verify employment history, professional performance, and adherence to the aforementioned policies. Furthermore, the selected candidates must provide a satisfactory Vulnerable Sector Screening or an equivalent criminal record check as a condition of employment.

1. Case Management and Case Planning
- Identify, assess, and register children at risk in accordance with Naba’a’s child protection case management procedures.
- Develop individualized case plans based on the child’s needs, risks, strengths, and best interests.
- Regularly review and update case plans to reflect changes in the child’s circumstances and progress.
- Conduct home visits and follow-up meetings with children and caregivers when appropriate and safe.
2. Child Protection Assessment and Risk Identification
- Conduct comprehensive child protection assessments using approved tools and procedures.
- Identify children facing or at risk of abuse, neglect, exploitation, violence, family separation, or other protection concerns.
- Prioritize high-risk cases and take timely action in coordination with the supervisor and relevant specialists.
- Refer children requiring specialized psychological support to the psychologist or other qualified service providers.
3. Individual Support Sessions
- Conduct regular, age-appropriate, child-friendly individual sessions with children and, when relevant, their caregivers.
- Provide basic psychosocial support within the scope of the caseworker’s role and competencies.
- Monitor each child’s safety, well-being, and progress throughout the case management process.
- Facilitate awareness sessions on essential child protection topics for children and caregivers, as required.
4. Referrals and Service Mapping
- Refer children and families to appropriate specialized services, including healthcare, mental health and psychosocial support, education, legal assistance, shelter, and other forms of assistance.
- Obtain informed consent or assent before making referrals, in line with applicable procedures and the child’s best interests.
- Follow up on referrals to ensure that children receive the required services.
- Conduct and regularly update service mapping to identify available, safe, accessible, and child-friendly services.
5. Record-Keeping and Data Management
- Maintain accurate, complete, confidential, and up-to-date case records, including assessments, case plans, referrals, follow-up notes, and case closure documentation.
- Enter case information accurately and promptly into the approved case management system.
- Store physical and electronic files securely in accordance with Naba’a’s data protection and confidentiality procedures.
- Ensure that information is shared strictly on a need-to-know basis.
6. Case Conferences and Case Closure
- Participate in case conferences and multidisciplinary meetings for complex or high-risk cases.
- Coordinate with the child protection team and relevant service providers to ensure an effective and comprehensive response.
- Recommend case closure when the objectives of the case plan have been achieved or when closure criteria are met.
- Complete case closure and follow-up procedures in accordance with established standards.
7. Collaboration and Coordination
- Work closely with the Child Protection Officer, psychologist, social workers, outreach workers, and other programme staff.
- Coordinate with relevant institutions and service providers while protecting the child’s confidentiality and best interests.
- Participate in team meetings, supervision sessions, capacity-building activities, and case reviews.
- Immediately report urgent protection concerns through the established reporting and referral pathways.
8. Reporting
- Prepare timely and accurate weekly, monthly, and activity reports on case management interventions, referrals, outcomes, challenges, and lessons learned.
- Provide anonymized case information and statistics for programme monitoring and reporting.
- Report gaps, emerging child protection risks, and service-access challenges to the supervisor.
9. Safeguarding and Compliance
- Comply fully with Naba’a’s Code of Conduct, Child Safeguarding Policy, Child Protection Policy, Prevention of Sexual Exploitation, Abuse and Harassment (PSEAH) Policy, confidentiality requirements, and complaints and feedback mechanisms.
- Apply the principles of the child’s best interests, do no harm, non-discrimination, child participation, confidentiality, and accountability throughout all interventions.
- Maintain appropriate professional boundaries with children, caregivers, and community members.
- Immediately report safeguarding concerns or suspected misconduct through the designated channels.
10. Additional Duties
- Perform other related duties assigned by the supervisor, consistent with the position’s responsibilities and the employee’s professional competencies.
II. Minimum Qualifications
1. Academic Qualifications
- Bachelor’s degree in Social Work, Psychology, Sociology, Social Sciences, or another relevant field.
2. Professional Experience
- At least two years of relevant experience in child protection case management, preferably in humanitarian, emergency-response, or community-based settings.
- Demonstrated experience working directly with vulnerable children and caregivers.
- Experience in psychosocial support, referrals, service mapping, and inter-agency coordination is desirable.
- Knowledge of child protection principles, safeguarding standards, and case management procedures is required.
3. Core Competencies and Soft Skills
- Strong understanding of child protection case management principles and the best-interests approach.
- Ability to communicate with children in an age-appropriate, sensitive, and respectful manner.
- Excellent communication and interpersonal skills, with the ability to engage with diverse children, families, communities, and stakeholders.
- Fluency in Arabic and good command of English, both written and spoken.
- Strong organizational and time-management skills, with the ability to manage multiple cases and priorities.
- Ability to work under pressure and respond appropriately to challenging or sensitive situations.
- Ability to work independently and collaboratively as part of a multidisciplinary team.
- Strong commitment to confidentiality, professional ethics, humanitarian principles, inclusion, and non-discrimination.
4. Technical Competencies
- Ability to conduct child protection assessments, develop case plans, manage referrals, and document follow-up actions.
- Strong case documentation, data-entry, and report-writing skills.
- Ability to maintain timely, complete, and accurate case records.
- Computer literacy, including Microsoft Outlook, Word, Excel, PowerPoint, and internet-based systems.
- Familiarity with digital case management or data-collection systems is considered an asset.
