Nabaa is dedicated to empowering communities and building resilience through effective, community-driven responses to emergencies, continuously adapting our strategies to address the evolving challenges faced by the populations we serve.
 
Our emergency program operates with agility and a deep understanding of the local contexts, which is essential for addressing the immediate needs of the communities we serve. It is designed to provide a rapid and effective response to crises. With unemployment rates rising and essential services collapsing, the need for a comprehensive emergency response has never been more critical. Feedback from the community, particularly from women, has been integral in shaping the design and implementation of our projects, ensuring that our responses effectively address the specific needs of those affected.

Throughout 2023, the program concentrated on addressing two critical issues as outlined in our updated emergency plan: the economic collapse and the expanding poverty levels throughout Lebanon, and the escalating security situation in southern Lebanon.

Despite challenges related to funding constraints, the program's activities in 2023 were a continuation of our efforts to manage the fallout from the COVID-19 pandemic and the Beirut port explosion, albeit at a more sustained pace. Key interventions included:
  • Shelter Enhancement: Rehabilitation of 220 shelters in the Badawi and Naher Al Bared camps, prioritizing vulnerable populations such as female-headed households and the elderly.
  • Psychosocial Support: Provision of psychosocial first aid, aiming to improve the psychological well-being of children and adults affected by the crises, thereby enhancing their long-term resilience..
  • Food Security and Hygiene: Immediate relief in food security paired with WASH initiatives to support displaced families in maintaining essential living standards.
  • Emergency Cash Assistance (ECA): Financial aid for families severely impacted by the conflicts, facilitating temporary relief until more permanent recovery solutions are implemented.

Week Three of the Humanitarian Response: Naba'a Expands Its Interventions, Reaching Over 43,810 Beneficiaries in Lebanon
Amid ongoing escalation and worsening humanitarian needs in Lebanon, Developmental Action Without Borders - Naba'a continues to expand its emergency response, reaffirming its unwavering commitment to supporting affected and displaced families through a human rights–based approach that upholds dignity.


During the third week of the response, the cumulative number of beneficiaries reached 43,810 individuals, including 15,513 children, through an integrated response implemented across collective shelters and the most affected communities.


Naba'a is currently managing five collective shelters in Saida and Roum, hosting 248 families (853 individuals), while simultaneously delivering humanitarian assistance across 29 shelter centers in multiple locations, including: Sarafand, Zahrani, Bissariyeh, Saksakiyeh, Ghazieh, Haret Saida, Saida, Hlaliyeh, Bqosta, Maghdoucheh, Maamariyeh, Qraya, Wadi El Zaineh, Ain Majdaline, Nmiriyeh, Roum, Lbaa, Jezzine, and Bkassine.


Field teams have focused on ensuring access to essential assistance that safeguards minimum living standards, alongside conducting systematic field monitoring and data collection targeting the most vulnerable groups. This includes families at risk of eviction, as well as those living on the streets or in unsafe housing conditions, through direct needs assessments that ensure an evidence-based and targeted response.


The response has also extended to Beirut, where individual mental health and psychosocial support (MHPSS) services have been provided—both in-person and online—to a total of 90 beneficiaries since the beginning of the response. This reflects Naba'a’s commitment to expanding outreach and ensuring continuity of care beyond core response areas.


In collaboration with partners, the humanitarian interventions included the distribution of:
 • 3,903 water packages (23,418 bottles / 46,836 liters)
 • 2,798 hygiene kits
 • 2,641 mattresses and 2,641 pillows
 • 2,942 blankets
 • 1,833 clothing kits
 • 1,448 “Laha” kits for adolescent girls
 • 220 children’s kits
 • 600 food parcels


In parallel with relief assistance, protection interventions were strengthened, reaching:
 • 3,580 beneficiaries through Psychological First Aid (PFA)
 • 688 caregivers through psychosocial support services
 • 588 beneficiaries through awareness sessions on Protection from Sexual Exploitation and Abuse (PSEA)
 • 244 children through structured psychosocial support activities
Naba'a affirms that this response is grounded in a multi-sectoral approach, balancing immediate relief with protection interventions, while ensuring safe, equitable access to assistance and preserving human dignity in one of the most fragile contexts.


Naba'a also expresses its deep appreciation to all partners supporting this response, both technically and financially, emphasizing that such collaboration is essential to upholding the dignity of displaced populations, alleviating suffering, and sustaining response efforts despite the increasing complexity of the humanitarian landscape.
